THE THREAT OF INFORMATION TERRORIZM IS GROWING

A new volume of the Encyclopedia "Russia's Arms and Technologies" has been issued. The volume is dedicated to information security - one of the most topical problems of today. It is universally recognized that the industry of informatization, telecommunication and information services is one of the most dynamically developing spheres of the world economy at the present stage of human mankind evolution. New information relations appear, and information becomes their object, together with information infrastructure. As a consequence, conditions appear for transition of human mankind to a new, postindustrial phase, very often called "information society".
At the same time, it is necessary to notice that the information sphere becomes the scene where international struggle for the world leadership takes place, and where antagonist parties try to achieve certain strategic and political goals. Individual, public and social consciousness depends in greater extent on the activity of means of public information and public communications. Such terms as "information war", "information counteraction", "information operation" and like become common even in international relations.
All these circumstances and the growing dependence of the Russian community upon the information system stability make the safeguarding of national interests security in the information sphere being the most important basic element of the entire national security system of the Russian community. The future of Russia, its economy, defense capabilities, social well-being will be defined not only by the industrial potential and natural resources, but also by modern information and telecommunication technologies, by information resources and services, as well as by the State's ability to ensure adequate protection of these resources and technologies.
So, the urgency and timeliness of the next volume of the Encyclopedia "Russia's Arms and Technologies" are conditioned, on one hand, by the rapid development of the information sphere and by the significantly improved quality of information protection equipment manufactured by Russian companies. On the other hand, it is conditioned by permanently growing threats of information terrorism. Materials for this book were prepared in collaboration with State bodies and agencies defining policy in the sphere of information security at the federal level: administration of the Security Council of the Russian Federation, the Ministry of Defense, the State Technical Commission, and the Federal Agency of Governmental Communications and Information. The main content of the volume includes information about hardware and software information protection techniques being designed, manufactured and offered for sale, as well as for export, by Russian companies. The book content and presentation of materials are compliant with the classification system for information protection techniques, which is common at the present time. Subject sections of the book contain descriptions of techniques for detecting information leakage channels, for evaluating protection, for RF monitoring, for protecting vocal, computer and other kinds of information. Separate sections are dedicated to training and education of specialists, to periodical publications, exhibition activities and Internet resources in the sphere of information security. The presentation style makes this publication interesting and intelligible not only to specialists, but also to a wide circle of readers who take an interest in these problems.
The project is intended to promote the popularization of questions related to information protection, make the public informed about these problems, as well as form the correct readers' understanding of information security fundamentals.
