ENCYCLOPEDIA OF NAVAL RADIO-ELECTRONIC WARFARE. FROM PORT ARTHUR TO THE PRESENT

The
Publishing House "Arms and Technologies", having published the book "Naval Radio-Electronic
Warfare. From Port Arthur to the Present", began a new publishing project "Russia's
Arsenals". The book is dedicated to 100th anniversary of the radio-electronic
warfare, which is marked by celebration in this year. The publication was prepared
under general supervision of the Head of the Naval General Staff, Admiral V.
A. Kravchenko. The authors group was leaded by the Chief of the Naval Radio-Electronic
Warfare Directorate, Rear-Admiral Yu. V. Efimov.
At the present time, when the radio-electronic warfare is considered as a common
component of any battle of any scale, there is no need to convince that it is
important and necessary. All military conflicts of last decades demonstrate
unquestionably that the effect obtained by means of radio-electronic warfare
is compatible or exceeds the result obtained by means of weapon. But it was
not always true. The radio-electronic warfare was established at the beginning
of the last century. Exactly on April 2 (15), during the defense of Port Arthur
in 1904, the first case of radio interference use for military purpose has been
documented, and this was the beginning of the radio-electronic warfare history.
Established at the beginning of XX century, directly connected with the invention
of radio, the radio-electronic warfare has its interesting and rich history.
The documents from State archives and funds, some of them published for the
first time, are indicative of a significant contribution to the radio-electronic
warfare origin at the beginning of XX century made by Russian naval officers.
A special section of the book is dedicated to the Russian-Japanese war in 1904-1905
when the radio interference was first time used for military purposes. The book
contains full text of the Order number 27 issued by the Pacific Navy Commander,
Admiral S. O. Makarov. In fact, the order was the first official document related
to the radio-electronic warfare. In particular, it was written there: "All enemy's
telegrams must be recorded, and then the commander must take measures in order
to recognize the call to the master, the response sign, and, if possible, the
message meaning. There is a whole interesting area for able young officers.
The Japanese telegraph alphabet is attached for reference."
There are interesting materials describing intensive training of the Russian
Navy in radio-electronic warfare before the First World War. The book contains
analysis of influence of the Second World War and local wars onto the radio-electronic
warfare development. There are described first steps in creation of the naval
radio-electronic warfare system in the '50s.
The process of creation of radio-electronic warfare system for modern navy
in '60s and '80s is described in detail. The state of the radio-electronic warfare
system at the present time and ways of its development for the future were considered
too. It should be noted that the authors, despite of the secret nature of the
problem considered, described in detail the radio-electronic warfare evolution
during the opposition of two superpowers - the USSR and the USA.
Today's realities are radically different from the situation in the '70s -
'80s. New approaches to creation and development of naval radio-electronic warfare
are required, and the approaches must take into account current specific conditions.
The reader can learn what are those conditions.
Separate chapters of the book describe organization of scientific research
and the education and training of specialists in radio-electronic warfare for
the Navy. In particular, there are covered activities of the 1st Central Scientific-Research
Institute of the Ministry of Defense of the Russian Federation, the Scientific-Research
Center for Operative-Strategic Analysis, the Scientific-Research Center for
radio-electronic equipment, and the Scientific-Research Center of Communications
at the 24th Central Scientific-Research Institute of the Ministry of Defense
of the Russian Federation.
Of great interest is the chapter containing materials about industrial enterprises
and organizations designing and manufacturing equipment for radio-electronic
warfare. There are presented federal state unitary enterprises: Taganrog Scientific-Research
Institute of Communications, Rostov plant "Pribor", Central Scientific-Research
Institute "Course", Design Bureau for Machinery, Closed Joint-Stock Company
"Nevos", and others. Thus, the Central Scientific-Research Institute "Course"
is a leading scientific-research organization of the shipbuilding industry,
which solves problems of combined design of naval radio-electronic equipment,
including the problem of electromagnetic compatibility of radio-electronic facilities
on ships, onboard equipment on ship-based aircraft, and missiles.
In other words, all we have got a fundamental work on naval radio-electronic
warfare, extending our knowledge about the sphere, which was of a top secret
yesterday. And this is the success of the authors and the publishers.
