OUTSIDERS' INTEREST
The latest volume of the Encyclopedia "Russia's Arms and Technologies. The XXI
Century Encyclopedia" is not just full of information — all the books of this
series are notable for such a property. But the Volume could be quite interesting
for outsiders bearing no relation to law-enforcement bodies. The interest in
arms — colds and fires, — proper to all men, can be satisfied without applying
big effort because there are plenty of books in bookstores and resources in
the Internet dedicated to these dangerous toys. But there is significantly less
information about equipment for policemen. At the same time, the detective genre
is one of the most popular in literature, cinema and TV. And practically everybody
would like to know what is inside the case of a criminalistic expert.

STRIKE AT… CRIME
The Encyclopedia "Russia's Arms and Technologies. The XXI Century Encyclopedia"
goes on — now it is being published under general supervision of Anatoly Serdyukov,
the Defense Minister of the Russian Federation. The fifteenth Volume called
"Security and law enforcement facilities" has been prepared by qualified experts
of the Russian defense industry and the Interior Ministry; by scientists, historians
and journalists of the Publishing House "Arms and Technologies".

WHAT IS RUSSIA'S NUCLEAR CAPABILITY?
You can find answer on the question raised in the title from the new volume
"Nuclear Weapons Complex" of the Encyclopedia "Russia's Arms and Technologies.
The XXI Century Encyclopedia". The Volume, containing 672 pages and published
not long ago, discloses probably the most secret sphere of Russia's defense
industry. The book is a result of laborious work performed by editors of the
Publishing House "Arms and Technologies" and very competent experts of the Russian
defense industry, military specialists, scientists, and historians. The Encyclopedia
is being published under general supervision of Sergei Ivanov, the First Deputy
Prime Minister of the Russian Federation. It is aimed at a wide audience of
specialists in the sphere of armaments and military equipment, as well as military,
political and business circles.

THE ATOMIC PROJECT
The Publishing House "Arms and Technologies" has published the next, 14th volume
of the Encyclopedia "Russia's Arms and Technologies". The Volume is called "Nuclear
Weapons Complex", and the title speaks of itself. Unlike other volumes, the
structure is different due to the veil of secrecy, which always surrounds the
design, manufacture and tests of nuclear weapons. The book is divided into sections
by activities of the nuclear weapons complex ("Development of nuclear munitions",
"Production and dismantling of nuclear munitions", "Tests of nuclear munitions
and test sites", etc.), and the sections are divided into chapters by designers,
manufacturers and operators of nuclear weapons. In total, there are more than
40 leading enterprises covered in the volume, and descriptions of these enterprises
were grouped into 10 chapters by main directions of activities. A special attention
was paid to nuclear and radiation safety, ecology and safe storage of nuclear
materials. The section "Tests of nuclear munitions and test sites" is of special
interest. It contains information about all nuclear tests in the USSR, their
chronology and objectives. The history of test sites in Semipalatinsk and Novaya
Zemlya is described in detail, from their creation to current activities.

DEFENCE PHYSICS
On September 28, 1942, the USSR State Defense Committee issued a decree binding
the Academy of Sciences "to renew works on study the feasibility of using atomic
energy obtained via nuclear fission of uranium, and submit the Committee a report
to on possibility of producing a uranium bomb or uranium fuel". Thus, the nuclear
weapons complex commemorates its 65th anniversary. And it is significant that
the fourteenth volume of the Encyclopedia "Russia's Arms and Technologies",
dedicated to the atomic industry, has been published just now.

THE MAIN ASSET
Six months ago, the Russian Scientific Research Institute for Radio Engineering
(VNIIRT), one of the oldest Russian defense institutes, held its 85th anniversary.
In point of fact, its history started even earlier — on October 27, 1908 when
the State Duma (the Parliament) recommended building a scientific and technical
laboratory for the military ministry. And the Institute began its long way through
numerous transformations and subordinations to various institutions and ministries.

BIG EXCURSION TO HOMELAND ARSENALS
This massive volume continues the well-known Encyclopedia of Russia's arms and
technologies. Now it is time to move from firing things to munitions.
The book will be useful not only for so-called consumers of munitions industry,
but also for many other people. Let us say, for journalists and politicians
who often talk about chemical weapons but do not know how do they look like.
Russian (more precisely, Soviet) chemical weapons are also covered in the book.
The list of chemical agents has been approved by the law, all kinds of chemical
munitions have been catalogued in the agreement on destruction of chemical weapons,
these weapons have been unclassified. The book contains sectional views of chemical
missile warheads, rounds, and aerial bombs. Characteristic tables follow the
drawings. It can be seen immediately how much chemical agent the item of ordnance
can contain. So nobody can write now that a village in Chechnya was bombarded
with mustard mines. Because such mines do not exist. And all 622.3 tons of mustard
have been utilized.

CONTROL SYSTEMS FOR FUTURE ARMS
Yet today, the troop control is performed by means of integrated systems, almost
in real time. The network control is one of the main features of next-generation
military equipment, where a combat unit is integrated into a common control
system, and the effectiveness of a weapon model increases many times. For this
reason, the combat effectiveness of a separate subunit, as well as a force grouping,
in modern war can be increased only on the basis of prospective automated systems,
integration of information resources, and development of modern computer technologies.

THREE CENTURIES AND ONE CENTENARY
In 1720 a young peasant, Yefim Nikonov submitted a proposal to Tsar Peter's
consideration for building a "hidden boat" able to move under water. The first
model of the Russian submarine was laid down in March, 1720 and it was decided
to name the model just as "Model". But, because of unknown reason, it was written
"Morel" on the keel desk. The wooden boat, having this mysterious name and looking
like a tun, was being tested and improved during the period of ten years. Tsar
Peter I dead, later on Empress Catherine I dead, but Nikonov, working as carpenter,
was still unable to avoid leakage in oar sockets, although the boat dived and
moved under water. Finally, Nikonov was exiled to Astrakhan …

THEY HAVE TO REMEMBER!
Gaining victory in the Great Patriotic War became an epoch-making historical event, which will remain in human memory forever. 60 years passed since that great day, but, on the eve of 60-year anniversary of the Victory, every citizen of our country is eager to express his gratitude and admiration to the generation of victors. To people, whose courage and heroism on battlefields, and feat of labor on the home front became the constituents of the Great Victory. Authors and publishers of the book "The Sacred War 1941-1945", which has been issued on the eve of the great jubilee, dedicated their fundamental work to those people.

THE SACRED WAR
Why were the USSR's armed forces taken unawares and unable to repel invasion
of German armies, if they were brought up to be vigilant against enemy's plans
and being prepared to the coming war? How could it happen that the Red Army
retreated to Volga and Caucasian mountain ridge after it hurled German troops
back from Moscow and destroyed the Blitzkrieg strategy? And how did the Soviet
armed forces change the course of events and pass to the offensive on a wide
front, which ended with the complete defeat of the enemy, despite of all the
catastrophic events, inconceivable losses in manpower and territory?

AVIONICS AND ARMAMENT FROM "A" TO "Z"
The 10th, jubilee volume of the Encyclopedia "Russia’s Arms and Technologies.
The XXI Century Encyclopedia" covers aircraft armament and airborne radio-electronic
equipment. The Encyclopedia already includes the volume "Military Aircraft"
(Volume 4), but materials covering avionics and armament systems were not included
there. Such an approach should be considered as optimal. On one hand, it would
be handy to find everything in one volume: aircraft, engines, onboard radio-electronic
equipment, and information about enterprises. On the other hand, an encyclopedic
presentation should meet the requirement that the coverage has to be complete.

ENCYCLOPEDIA OF RADIO-ELECTRONIC WARFARE AT THE SEA
"The enemy fired more than 60 shells of heavy caliber. There were no ships taken
hits" — these are words from the report of Rear-Admiral Ukhtomsky to Adjutant
General Alekseev about shelling of the fortress Port Arthur by Japanese ships
on April 2 (15), 1904, when "the ironclad "Pobeda" and the station "Zolotaya
Gora" began to spoil enemy's telegrams by means of powerful sparks". This suppression
of radio transmissions of Japanese ships correcting the fire was the first case
of intentional radiointerference creation. Readers can see parts and full texts
of unique documents of Russian military history in the book "Naval Radio-Electronic
Warfare. From Port Arthur to the Present". The publication is timed to the 100th
anniversary of the radio-electronic warfare. With this book the Publishing House

INFORMATION SUPERIORITY AT THE SEA
That will obtain superiority in wars of the future who will ensure his leadership
in information technologies - this thesis seems to be an axiom. But scientific
concepts and doctrines remain abstract without an analysis of the present situation
in this segment of the native defense potential. Analyses based on facts distinguish
the book prepared by Vice-Admiral Georgi Popov, Professor of the Frontier Academy
of the Federal Security Service of the Russian Federation, and by Rear-Admiral
Grigori Korolkov, the Chief of the Radiotechnical Service of the Russian Navy.
Such attempts to generalize the development history, the present state of naval

over naval forces, - were never made in open press.

This book takes first place among other volumes of the Encyclopedia "Russia's

and difficulty to percept it, because the subject is extensive and specific.
The knowledge level of almost any reader competent in military sphere allows

MILITARY AIRCRAFT IN ONE VOLUME
The authors of fourth volume of the Encyclopedia "Russia's Arms and Technologies"

THE XXI CENTURY ENCYCLOPEDIA — VOL II "ROCKET AND
ARTILLERY ARMAMENT OF THE GROUND FORCES"
It is possible that Volume II is not only better than Vol. I (Strategic
Nuclear Forces – which we covered in a previous of National Defense Magazine)
but a portend of more volumes to come? Lets look at this volume from different
perspectives! First, the quality of printing, full color pictures, technical
diagrams, charts, and illustrations are outstanding. Something that is rarely
seen in any Encyclopedia we have ever seen. It is true that the costs to produce
such a standard of quality have become prohibitive, but that didn't seem to
faze the Arms and Technology Publishing House, or General Director Nikolai Spassky,
the General Manager and Editor-in-Chief. Amazingly, the cost of this 685 page
volume has been kept at $ 495.00 plus S&H of $ 15.00 (in the U.S.) which will
certainly take a bite out of long-standing competitors in the Defense Marketplace
with their Black & White photos and escalating prices. There is nothing available
to equal it in the marketplace or in publication, at this point!

Third volume of the Encyclopedia "Russia's Arms and Technologies. The XXI century

such projects in Russia and, probably, in the world. And the Publishing House
"Arms and Technologies" can be proud of that. It should be noted that the Encyclopedia

STRATEGIC NUCLEAR FORCES: VOLUME I IN THE XXI CENTURY
ENCYCLOPEDIA
For most of the Cold War military leaders and intelligence analysts in the West
learned about Soviet strategic weapons by scanning overhead photos taken by
spy planes and then by satellites and reading reports from spies. Now they can
find descriptions and details of these weapons by reading Russian military and
technology journals and, especially, this volume.
The first volume in a new Russian book series, Strategic Nuclear Forces provides
a detailed account of Soviet Russian strategic forces aircraft, land-based missile,
and submarine-launched ballistic missiles.
